Can only one team populate a ruck?

Does a ruck(or pile up) end, along with the attendant back-foot offside lines, when one side completely disengages from it. This does seem to be the case for a rolling maul?
Wales did this a number of times yesterday but the referee did not indicate that the ruck was over.
