As Rob says we need some specifics. On the day they would - and there would be a rule 4 deduction on the other horses in the race.
Ante post bets would be lost - that is factored into the more generous prices you get before the day.
However some bookmakers - particularly before big events like Cheltenham, Aintree, Derby etc offer ante post bets with refunds for non runners to generate some betting activity in the week of the race so best to check with your bookmaker.
