altitude training for runners

Im a distance runner and was wondering if anybody new of any places in England where one could train at high altitude, in order to boost red blood cell count. I know many elite distance runners travel to boulder colorado or fort romeau which is several thousand feet above see level, but I doubt there is anywhere in the UK high enough, can anyone help with this...thanks in advance!

Boulder is 5000 ft above sea level, in comparison the highest towns in England are Buxton, Derbyshire or Alston, Cumbria at about 1000 ft.
Altitude training is best done at 4000 ft plus.
Even if you found a place (try mountaineering section!) it wouldn't have a running track or suitable paths to run on, and would most likely be cold and very very windy.
