Dwaine Chambers to take Qatari nationality?

I sympathise with Dwaine. There are drugs cheats from other countries who have served their time and are allowed to compete in the Olympics. My question relates to the number of Kenyan athletes who would not otherwise have got in on merit (there are too many good Kenyans!) but manage to buck the system by running for another country. Why not Dwanine?
